Both Slappy and Rollo live in Pennsylvania and are subject to some of the more stringent liquor laws in the country thanks to the Liquor Control Board.  Rollo lives very close to Delaware and illegally purchases his alcohol there (the horror!).  In Episode 15, we discuss the lack of a market in Pennsylvania alcohol sales and how that hampers everyone.
