In April 2014, Philippe Holland of Upper Darby, PA was leaving a home after making a food delivery when he was approached by two Philadelphia plainclothes police officers. They were responding to reports of a gunshot. They approached Holland without identifying themselves. Since he was in a rough neighborhood that had a recent string of violent robberies of deliverymen, Holland went straight to his car and tried to drive away. The two police officers opened fire and shot Holland in the face.
Holland won a lawsuit but the two Philadelphia police officers have been cleared. Is this the right outcome?
